Openvpn clients cannot ping each other

Hosts on the remote network (client side) can ping the access server and any host on the local network (server side). Hosts on the local network can ping the client server, but not hosts on the client network. I'm not sure if this is related to the problem or if it's a separate issue. (both can ping the endpoints of the tunnel) I've been playing around with tcpdump and it seems that the packets from server go to the tunnel but they don't appear at the client's endpoint. Here is my setup:

I have a client 2 ( 10.8.1.3/16 )where I would like traffic not to be routed through the VPN but the machines to be accessible.
